ASEAN:
The Association of Southeast Asian Nations, or ASEAN, was established on 8 August 1967 in Bangkok, Thailand, with the signing of theASEAN Declaration (Bangkok Declaration) by the Founding Fathers of ASEAN, namely Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam then joined on 7 January 1984, Viet Nam on 28 July 1995, Lao PDR and Myanmar on 23 July 1997, and Cambodia on 30 April 1999, making up what is today the ten Member States of ASEAN.
AIMS AND PURPOSES:
As set out in the ASEAN Declaration, the aims and purposes of ASEAN are:
1) To accelerate the economic growth, social progress and cultural development in the region through joint endeavours in the spirit of equality and partnership in order to strengthen the foundation for a prosperous and peaceful community of Southeast Asian Nations;
2) To promote regional peace and stability through abiding respect for justice and the rule of law in the relationship among countries of the region and adherence to the principles of the United Nations Charter;
3) To promote active collaboration and mutual assistance on matters of common interest in the economic, social, cultural, technical, scientific and administrative fields;
4) To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres;
5) To collaborate more effectively for the greater utilisation of their agriculture and industries, the expansion of their trade, including the study of the problems of international commodity trade, the improvement of their transportation and communications facilities and the raising of the living standards of their peoples;
6) To promote Southeast Asian studies; and
7) To maintain close and beneficial cooperation with existing international and regional organisations with similar aims and purposes, and explore all avenues for even closer cooperation among themselves.

DSD roles are related to No.4 whereby potential DSD cooperation is in the form of training and research facilities in the educational, professional, technical and administrative spheres.

ASEAN Green Jobs Forum (AGJF) 2025:
“Bridging Green Jobs with Digital Skills: The Role of AI in Training and Upskilling the Workforce”

ASEAN Green Jobs Forum (AGJF) 2025 serves as ASEAN’s annual platform to discuss the green jobs agenda in the region. This year, the forum is hosted by Malaysia in conjunction with its ASEAN Chairmanship 2025, with a focus on developing the Framework and Action Plan for Green Jobs Promotion.
Carrying the theme “AI, Digitalisation & Green Jobs: Future-Proofing Skills and Talents for ASEAN”, the forum highlights the integration of Artificial Intelligence (AI) and digitalisation in driving green innovation, transforming the workforce, and preparing ASEAN talents for the future green economy.
Over the course of two days, the forum features keynote addresses by the Minister of Human Resources Malaysia, the High Commissioner of Australia to Malaysia, as well as plenary and parallel sessions involving ASEAN labour ministers, TVET experts, industry players, and policymakers. Key discussions revolve around the potential of green jobs, the role of governments in shaping a green digital workforce, corporate strategies, and AI & digital skills for green innovation.

ASEAN Digital Transformation and Future Skills Initiative Short Course (SC): Green Skills in TVET

The Australian Department of Foreign Affairs and Trade, under the initiative of The Aus4ASEAN Digital Transformation and Future Skills Initiative Short Course, in collaboration with Australia Awards in Indonesia (AAI) has organized a Short Term Course themed Green Skills in TVET which is implemented in two (2) parts which is an online briefing in April 2025 and two (2) weeks of physical training in Australia on May 2nd to May 18, 2025.
This Green Skills in TVET course aims to give exposure to participants regarding the challenges faced by the Technical and Vocational Education and Training (TVET) Sector in providing skill sets to be used by TVET Training Institutions as well as the industry in facing the Industrial Revolution (IR4.0) as well as the best strategy to face the challenge according to the suitability of the TVET management system in the ASEAN region.
The participants also took part in various activities, sharing sessions, and workshops held at multiple locations such as the Institute of Managers and Leaders (IML) in Brisbane, as well as visits to Robina TAFE Campus (Queensland), Acacia Ridge TAFE Campus, and the Canberra Institute of Technology (CIT), Fyshwick Campus, to learn about and observe first-hand best practices of Green Skills in TVET.

Workshop Of the Study on Promotion of Business Engagement for Upskilling and Reskilling ASEAN Workforce in Response to the 4th Industrial Revolution

Invitation to the Senior Labour Officials Meeting Working Group on Progressive Labour Practices to Enhance the Competitiveness of ASEAN (SLOM-WG) Focal Points to Attend the Validation Workshop on the Study of Promoting a Business Engagement Model to Upskill and Reskill the ASEAN Workforce.
The validation workshop is part of a regional study focusing on the implications of the Fourth Industrial Revolution (IR 4.0) on business community engagement in upskilling and reskilling the ASEAN workforce. This workshop presented the findings of the study, which aims to support improvements in workforce development across various sectors.
ASEAN Member States (AMS) have the opportunity to validate the draft Study Report and provide inputs and recommendations to further refine its content.

1ST TECHNICAL COMMITTEE MEETING (TCM) FOR 14TH WORLDSKILLS ASEAN MANILA 2025

This meeting was aimed to discuss the technical and logistical preparations for the implementation of the WorldSkills ASEAN Competition in Manila 2025. This programme was attended by the Official Delegate, Technical Delegate, Technical Delegate Assistant, Secretariat, and National Experts for the respective skill areas that each ASEAN country will be participating in.
The important highlights during TCM are as follows:
a. Visiting the WS ASEAN Manila 2025 competition venue.
b. Confirming the competition rules and procedures.
c. Finalising names of Jury Chairpersons, Chief Experts, and Deputy Chief Experts.
d. Developing and confirming documents like the Technical Description, Test Project, Marking Scheme, Competition Layout, and Infrastructure List.
e. Confirming accommodation arrangements and visiting potential hotels.
f. Briefing on how delegate registration will work.
g. Explaining how tools, equipment, and materials will be transported to the competition site.
h. Courtesy visit to the Malaysian Embassy in the Philippines.
