UNESCO – UNEVOC:
As UNESCO’s designated centre for technical and vocational education and training (TVET), UNESCO-UNEVOC supports Member States in their efforts to strengthen and upgrade their TVET systems. TVET is focused on the acquisition of knowledge and skills for the world of work, and helps youth and adults develop the skills needed for employment, decent work and entrepreneurship while supporting inclusive and sustainable economic growth.
UNESCO-UNEVOC promotes increased opportunities for productive work, sustainable livelihoods, personal empowerment and socio-economic development, especially for youth, women and the disadvantaged. Through its innovative projects, capacity-building programmes and collaborative activities with more than 220 UNEVOC Centres around the globe, UNESCO-UNEVOC is working towards ensuring access to quality skills training and development for all.
In 1989, the United Nations adopted the Convention on Technical and Vocational Education, recognizing that the development of technical and vocational education should contribute to the safeguarding of peace and friendly understanding among nations. Thereafter, an international project on technical and vocational education was initiated and the UNEVOC Network was officially launched in 1992.

PROGRAMMES




CAPACITY AND PROFESSIONALISM ENHANCEMENT PROGRAMME IN TVET DATA MANAGEMENT AND DATA-DRIVEN ANALYTICS
Date: 5 – 9 May 2025
Venue: Bonn, Germany
A visit to the Federal Institute for Vocational Education and Training (BIBB) in Germany and UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training was conducted by Department of Skills Development with the involvements of officials from 12 Ministries of TVET in Malaysia who responsible of data analytics for policymaking and TVET programme development.
Both institutions are renowned for their expertise in TVET research, data-driven policymaking, and innovative educational frameworks. Through these engagements, Malaysian TVET stakeholders are expected to gain valuable insights into the methodologies, tools, and governance structures required to develop and sustain a world-class TVET big data system.
The collaboration and capacity-building initiatives are anticipated to significantly enhance Malaysia’s efforts in strengthening TVET big data management, supporting evidence-based decision-making, and fostering innovation within the TVET sector. Ultimately, this will contribute to Malaysia's broader vision of creating a future-ready workforce and positioning TVET as a driver of economic growth and social mobility.
OBJECTIVES:
1. Establish collaborative relationships with UNESCO-UNEVOC and BIBB to gain guidance and best practices in TVET big data management and innovation in TVET.
2. Understand the comprehensive approaches implemented by BIBB and UNESCO UNEVOC in data integration and skill classification standardization.
3. Enhance the capacity of Malaysian officials in data analytics to support evidence based strategic decisions through training and workshops.
4. Foster long-term strategic relationships between Malaysia, UNESCO-UNEVOC and BIBB for collaboration in TVET development.
